Brewers and Chefs don't selling recipes? And Food Primary stats increase Magicka issue?

Hi, I have two problems and i think its a bugs 
First:
I looking for recipes for my new alt for daily writs and Brewers and Chefs don't selling it.
I don't know where can i buy base recipes for writs thanks. EDIT: There is reported bug, thanks for info
Second:
Has anyone experienced issue with for example Gourmet food for stats increase?
For example after eating Crown Fortifying Meal Stamina and Health increse but Magicka not? I and my wife, we both run into a this problem with not rising magicka after eating this or similar meal (Crown Fortifying Meal, Longfin Pasty with Melon Sauce or Bewitched Sugar Skulls) sometimes immediately magicka drop to base and sometimes f.e. after you change zone or exiting dungeon or delve magicka drop to base or simly dont rise after meal use.
its fifty to fifty chance to screw magicka with it...
