Traveling to the Reach and Akthzand Cavern from Western Skyrim and the Greymoor Caverns

I apologize if this bug has already been reported but when trying to travel to the Reach from Western Skyrim or Akthzand cavern from the Greymoor cavern you are unable to even if you have access to the DLC. However, if you try to go to Western Skyrim from the Reach or Akthzand cavern to the Greymoor cavern you have no issues at all.
