It's also helpful that the number of nerfs is relatively low. New zone. New solo arena. For once it seems like the good features far outweigh the bad ones and it's unfortunate that is the case, though I suppose that's relative.

Does this change mean that you can 'reconstruct' bound item sets that drop in dungeons?
For example, if I have deconstructed my Viper's Sting Sword, I can reconstruct it at any time using Transmutation?

I just don't like systems like this in MMOs. Part of any MMO is suppose to be the grind. In a game like Skyrim this system makes sense. In this though once people collect everything you will have even less people running dungeons or using the queue.
Even PuG trials won't be as easy to get. People only do them to get pieces they don't have once there is a change made or they make a new character. Now they can just make the item again w/o having to do the trial/dungeon.

Yeah. Well, not quite.
It's not retroactive, so if you got a drop and deconned it, it's gone. If it's in your inventory, it's yours to keep.
This applies to all drop sets (including arena weapons, monster sets, and mythics.) It will actually be cheaper to reconstitute an item than to retrait it, in some cases.

Yes, but that's not a big deal for most BoE sets. And for most BoP ones, it takes a LOT of farming to get enough useless weapons for that statement to be true and significant.
