It's a Corseted Long Dress, civilian outfit that can be stolen from various containers.
Is it like a disquise or something? I never knew you had to remove gear for disquise or anything like that.

It's actual "clothing," items, not a disguise.
You can find them from legerdemain activities. They're modular, and occupy your actual gear slots. These are like the starting clothes you receive when rolling up a new character. They'll occupy various armor slots and be replaced with actual armor as you progress. (They also don't count towards any armor type, for armor passive bonuses.)
We do get the soul shriven versions for the outfit system at level 40, but beyond that, these are unavailable in the outfits menu.

Depends on what aspect of the outfit is most important to you. There's nothing that perfectly matches either with style or the ability to do the red detailing.

Note that the dress she is wearing has an custom texture. with the trim off the corset and the lacing in another color.
Some npc wear outfits who is not available to us, some even wear part of costumes, saw one with the dark shaman skirt and an lederman shirt.

That looks really good. I hate that they still have no hide shoulder feature in the game. It really shouldnt be so hard to do

When the outfit system was first teased in 2018, there was an option, visible on stream, to hide shoulders (or gloves, I forget which), but of course, when we got it, the only choice was to hid our helmets.

If you're on PC NA, @Lab3360, I can just send you the tavern maid dress.
Alternatively, doing the lockbox circle in Riften can often yield plain clothes attire.
I doubt ZOS is going to prioritize moving plain clothes attire to Collections any time soon ... since it doesn't affect any game systems. And, hiding other slots (besides head) has been frequently requested for years.
