Broken quest - Sacrament: Sewer Tenement...

I tried to do the Dark Brotherhood daily quest listed in the title, but the target, Zamzakha, is behind a wall on the north side of the sewers (by many paces beyond the wall, in fact) and cannot be reached to kill. I've tried to abandon the quest and re-start it, but the target remains the same whenever i am given the quest again and remains unreachable. Because of this the quest is impossible to complete. This was today on the Xbox1 version. Not sure if it's happening on other formats or what the cause for the glitch is.
