One of the major contributors to lag that Zos has addressed is

Speed
The faster you move the more calculations the server has to make and more often So the obvious choice then becomes to slow people down.
Make mounts slower is number one on that list of things to do. Lets see how can we slow down mounts?
I know... lets move rapid maneuver so people cant get to it and use it as much.

✭✭✭Your conspiracy doesn't pan out.
For an avid PvPer, Rapids is still VERY easy to obtain and will only slow said person for about an hour or so.
For a non avid PvPer (like me), I never use rapids even though I did level it on several toons.
Bottom line - if you are going to PvP you will get it quickly anyway and if not, you probably won't waste the slot by having it.0 -
