✭I've seen that in Rawl a few dozen times over the last year or so. I usually get passed it by riding a loop back through the intersection with the alchemy table. A shorter loop doesn't seem to work, and I end up going through the alchemy area anyway.
If you get back to the area fast enough - you can watch the turn-in box rise up out of the crate it sits on.
I've seen it in Summerset twice or three times, but not lately.
