IC is a joke

Here we are again, a light wearing DK, spamming molten whip, and taking no damage from everything i hit him with. I'm wearing heavy armor, but still dying in less than 10 secs. This balance stuff is not balance.

^^^ True, we have no way to tell what armor they are wearing and their set bonus can make a difference. The same with wearing HA, that alone does not make someone really tanky in a PvP perspective.

There is much more unknown about this matchup than known.
    Really, idk

I'm kinda curious about what you were doing/wearing to die in 10 seconds to Molten Whip spam.

Just wait until you run into a stam warden wearing 4 proc sets.

But to your point, just because you put on heavy armor, that does not make you a tank or on its own reduce damage very much from ordinary light armor. Not dying in this game has much more to do with stuff like HoTs, defensive buffs, crit resistance, damage avoidance, controlling a fight, armor set piece bonuses, etc.
It's sad the update ZOS devotes to performance improvements has degraded Cyrodiil to lows not seen since the Infamous "Lighting Patch"" of June 2014.

I'm wearing new moon with front bar venomous, back bar potentats, 25k physical and spell resistanc while buffed, and wearing velidrath, Even while blocking on back bar I'm getting wrecked. So you're telling me that while he is defiled from my blastbones, hitting him with wrecking blow, he has no trouble on healing and putting out dps. Even if he has a defense set on he has to be wearing light to get the dps bonus.

    Thanks for sharing your setup!

As Joy_Division said, not dying in ESO is more than just what gear you are wearing. Particularly in IC, you don't have to stand and take a MagDK's whip to the face repeatedly in a straight up duel. Generally speaking, close quarters combat is the place where MagDK's excel. (Whips and chains excite us, ) Which makes a certain amount of sense - DKs were originally the tank class, and ZOS tries, but really hasn't moved away from that.

What does that mean for you?
Well, it probably means reviewing your tactics.
Are you letting the MagDK corner, CC, and whale on you? Remember their Molten Whip stacks buffs the more they hit you repeatedly with it, so that's bad position to be in.
Can you escape and reset the fight if you do get cornered in a bad spot? Its IC, not a duel. You can back off, recover, and come in again. If you don't want to run, then you'd better review your ability to heal/buff/break free under sustained pressure from an opponent.
Can you get your burst damage off to take advantage of your Velidreth proc? DKs are often pretty tanky - my light armored MagDK PVP healer has about as much resistances as you do. Velidreth is a big damage proc, so you don't want to let it go to waste by letting your opponent heal through your damage in chunks with their HOTs.

But as a MagDK player, please, don't let a MagDK hit you with their whip again and again if you can avoid it. Either you stack up their buffs (Molten Whip) or you heal them (Flame Lash). The last thing you want to do is go close quarters with a MagDK and then let them whale on you like you're a PVE dungeon boss - that's where a MagDK is most effective.

As Joy and Varanis have pointed out, much more goes into survival than what is listed here. The first and most important aspect of survival in PvP is avoiding and mitigating damage actively.

You point out your opponent is healing themselves, what are you using to heal yourself and are you using it? When on your back bar blocking are you just turtling up or doing damage and healing yourself?
    Really, idk
