Here's an idea for a Cyrodiil test: make one campaign a PvE zone for a week, and tell PvE players that they can now do their quests and delves in Cyrodiil free from PvP interference. My bet is that it would attract a huge crowd, but that there would be close to no lag at all.
This is not a troll suggestion. It's a "baseline experiment" to see whether PvP mechanics with AoE, proc sets and zergballs are indeed the problem, or if there is something fundamentally wrong with the zone as such, like how it's partitioned and instanced by the server. The random loading screens being more common in Cyrodiil than any other place indicates at least some problem with a contiguous overland area of that sheer size.
As for myself, I don't care. I did all the delves and quests and got all the skyshards from Cyrodiil years ago, and I'm not keen on going back. For PvE purposes, it's a map with far too much empty space.
