Because the main part of ESO is PvE mit story and dungeons. Thats the main selling point and thats what the game is designed around. I never understood why people play an MMO if they don't want to PvP. Why play a game with thousands of other players logged on at the same time if you don't want to fight them and only fight computer generated pixels.
MMOs are for the most part about a community and RPG elements. That does not explicitely include or exclude PvP. In most cases PvP is just an extra, if it even exists in the first place. In the end its a matter of taste and personality.

But that's MMOs - they have a wide range of content for a wide range of interests. And it's your choice whether to participate in each of those things, and your choice to not get the rewards of those activities you skip.

As a PvP player, I hate how they force PvE onto me.
I got from 10 to 50 doing nothing but PvP, but then got so wrecked after that, no amount of skill could make up for my lack of PvE gear, levels, and skills (Undaunted, etc.).
PvE players whining about being forced to PvP can cry me a river. I have to spend weeks or even months of PvE in order to be competitive in PvP. And I assure you I hate PvE as much as you hate PvP.
