How long will Necromancers have an absolutely useless magicka morph for Blast Bones?

It has been what, 6 months now that Blast Bones was changed and the Necromancer community was assured that it would be watched carefully and improved if necessary. Well considering the morph does nothing and Necromancers are actually penalized instead of benefited by casting blast bones at maximum range, it's safe to say the skill needs improvement. Blast Bones has got to be the lowest of low hanging fruit in ESO currently. The stamina morph is wildly overperforming and needs to be toned down and the magicka morph is literally doing nothing. Considering Magicka Necromancers are the worst performing Magicka class in PvP currently by a significant margin, I'm not even sure you could improve the skill enough to even worry about causing any issues for PvP balance. Even if it summoned 2 skeletons I'm not sure it would be enough to make Magicka Necromancer good in PvP.

So what's the hold up? No class should go this long without seeing their class improved, but when a morph is literally doing nothing and it has almost no representation in PvP whatsoever because of how horrible it is, shouldn't that be enough to get the ball rolling?

There is no shortage of things that can be done for it either.

Repeatedly people have suggested something as simple as making it apply minor vulnerability. You could also simply make it apply a hefty DOT with a short duration. You could make the corpse it leaves behind trigger a second explosion.

The options are endless.
