Quest "Cultural Conciliation": Rigurt the Brash disrupts stealth

I did Chillwind Depths during the "Cultural Conciliation" quest. I ended up with both Rigurt and Hamvir (different quest) following me. I know it was Rigurt who was stopping me going into "hidden" mode because he left when I got his mushrooms and the problem stopped. I was able to stealth with Hamvir as a follower.
