Constant noise in Proudspire Manor

When I either port into the house from somewhere else, or walk into the house from the Solitude side, I have constant noise in the house: ambient noise, like wagons wheels, voices talking, horses clip-clopping by. But even worse: I have constant storm noise: wind, howling, screeching, whining, blowing... constantly, without pause, as if I was in the middle of a blizzard. It is extremely annoying and drives me crazy.
There *is* a tiny workaround that someone posted: if I go outside on the patio and then return to the house, it's quiet inside.

However, this remainst extremely annoying and I hope it can be fixed.
