Can't say much about the first point, but the Mind Shriven skin is part of the IC collector's bundle, which they announced will be on sale starting 10 September.1 -

Or is the Imperial race a part of the IC Collector's Bundle?

It's not part of the bundle.
Hard to say if the Imperial Edition will be on sale or not but events usually see various sales throughout.
