I think the OP is complaining that the loot table is too large, which reduces your chances of getting what you actually want.

My perspective is that the solution is to just buy 5-key coffers instead of 1-key coffers.

When more stuff gets added, it dilutes the pool of potential rewards. Some of this can be solved with the ability to buy a (semi) specific shoulder for 5 keys, but that's not overly cost effective.

I'm not sure the current 3 way split was very well thought out as far as future proofing goes.

I've been on the fence about this for a while. At the moment, my opinion is that it's not unreasonable for the DLC shoulders to be harder to get than the base game ones. As long as Urgarlag's inventory doesn't get so large that it becomes a UI problem, I'm okay with basically being forced into buying 5-key coffers to get specific items from her. That said, we're not yet at a point where even that is a problem.

I’m pretty sure ZOS would add a 4th Undaunted NPC when the DLC dungeon count gets high enough.

Until then, the 5-key chests are what the OP needs to use.

5 key coffers are meh. They give you the same amount of chance per key to get the shoulders you want (on non dlc dungeons) for the price of getting only 1 shoulder instead of 5. It is ridiculous and should be adjusted for 3 keys per coffer.

Yes, the 5-key coffers aren't generally worth it right now. That will change as Urgarlag's inventory grows though. Eventually, they'll be the way to go for DLC monster shoulders, and I'm not sure that's a bad thing.

It is a bad thing. It essentially makes dlc shoulders have less chance to be obtained. (If you use 5 keys chests you lose on 4 gear pieces). The chance to get dlc shoulders shouldn't be lower than the chance to get non dlc one, just like as long as you complete the dungeon you should get the head piece.

Now the choice is between "horrible rng" and "the same horrible rng but get less gear".

While it should be "horrible rng but many drops" Vs "better rng but almost no additional drops".

The fact that rng becomes more horrible with time (dlc vendor) doesn't justify the current system, since the chances would stay more or less the same.

3 keys would be the perfect price for non dlc (making it that you trade 2/3 of drops for double chance to get the gear you want) and save a lot of frustration from dlc drops in the future which would be much much worse.

I guess it just seems reasonable to me that DLC shoulders would be harder to get than non-DLC ones (by requiring more keys), just like the DLC helms are harder to get than non-DLC ones (because the dungeons are harder).

Also, the odds for the 5-key coffers don't get worse over time because new coffers get added as new dungeons become available.

When they start giving 5 keys for vDLC HM, 3 keys for non HM, and 2 keys for normal, we can talk. But since shoulders are tied to keys, and keys don't change if u run dlc or non dlc, shoulders chance shouldn't change either.

They could split it to different armour weight. So with the 5 key option, you can choose between light, medium and heavy armour at least.

Agree. 5 key option allows you to choose per dungeon, reducing the drops to only 2 sets. You just need, a LOT of luck, to get the right weight.

Or just let the 5 key be 1 dungeon instead of 2

Remove IC from crown store and officially make it part of the base game.
Move ICP and WGT to the other Pledge givers.
