cannot weapon swap in your current state

Is anyone having the issue of not being able to weapon swap? In and out of combat I am not able to swap at certain times. I am able to do other actions out of combat (mounting, changing out skills, etc) but still cannot swap bars
When I go to the Equipment screen and hover on the weapon swap, I get the message "cannot weapon swap in your current state". I've tried dying, zoning, logging out, restarting. None of it works. The only way to clear the block seems to be to respec all of my skills.
The only other posts I've seen about this are from Nov. 2019.

LMarshall910✭✭Yes. This is an issue that has occurred since Greymoor was released.
Please see the below forum post for nore details. As of yet, we are waiting on ZOS for a fix.
