Cambray Perch is bugged

The blue-level Lake fish in Glenumbra does not seem to ever show up. After two entire Artaeum Pickled Fish Bowls and over 400 white Lake fish caught, NO Cambray Perch.
I've heard fishing can be frustrating, but this is ridiculous! Fishing should be a relaxing activity, not something that makes me scream at my computer. Maybe the catch chance for Cambray Perch is itself mucked up, because it is CLEARLY less than 1 in 100.
