Why is ZOS trying to remove skill from the game with procsets?

First they buffed all the procsets available on the live server. Then they introduce sets like Unleashed Terror that are just as cancerous. First day hopping on PTS I was excited to test my PvP character. Little did I know that for the next 2 days I would be smashed by people wearing 3 procsets and spamming crit rush. You just can't do anything against it because heals are nonexistent. THIS IS NOT HOW YOU MAKE PVP GREAT ZOS, I thought we went over this years ago when procsets dominated? Please tone down the procs or PvP will relapse into its unhealthy state.
