If that is the reason then ZOS isn't really thinking straight.
The reason why only a small % of the players do it frequently enough (which I doubt btw) is because it has been neglected and consistently degraded in quality for years. People don't play PvP anymore because ZOS is not doing enough to improve it. Greymoor is the first time in five years that PvP actually got better than it was the previous patch and it didn't get better to a point when PvP was still good again, it only improved to a point where it wasn't as bad as the patch before.

Besides, I think that ZOS makes most of its cash from ehm.. "casuals" (sorry for using that term). You know, housing, RP, overland, questers, explorers etc. End game players (both PvP & PvE) are unfortunately the minority. So I don't see how ZOS will go all of the sudden for a "Year long story" and all new zones will be PvP zones. That would be bad & toxic af. At best, we can get some PvP content instead of DLC dungeon, or in form of PvP Arena (separate instance in PvE zone).

the taint of pvp severely affects pve.
pvp shouldnt even be in this game at all.
pvp in this game would be ok if only letting it be a tacked-on afterthought and NEVER the reason for any balancing and nerfs.
elder scrolls is supposed to be a pve paradise!!!
pvp is why we pve cant have nice things.
