All Dyes Are Not Unlocked On PTS Now?

The last time I logged into PTS (Elsweyr), all of the dyes were unlocked which was amazing for previewing them on current characters. I just logged into PTS this evening and the dyes that are unlocked are the ones I have on the live server. I also logged into PTS last week and even created a new character. I should also note that on that new character it didn't populate my bag with all the test gear coffers and gold. Am I missing something here or was this an intentional change?
