Why is negate STILL silencing stamina weapon skills?

It happens almost every time I try to use Titanic cleave you naughty sorc! I run up, ball group drop negate, and I can't cast Cleave. Funny thing is... on my mag sorc I can still cast Crushing Shock in a negate, but no other magicka skills.

Groups shouldn’t be able to blanket a room with negates.

✭✭Negate should equally punish mag and stam, but since it doesn't and I like my hybrid cutting up people that don't know any better that use negate on me...I only have one option:
