That's just the point, they weren't guaranteed before. It was fun, you didn't know that EVERY 10 seconds your skill was going to fire, you had to work within the confines of risk and chance.
It's a cheap, lazy way to fix a silly problem. (Poor performance)

So when people complain that the computer is winning and not the active abilities.... doesn't a 100% chance to Proc do just that. Basically it takes away the chance to fail. Which is why people would use sets that do not have procs as they were a constant damage boost overall. With no fear that my procs won't line up correctly because they always proc, why not just stack multiple Proc sets.
It will be easier for server load, but not for PvP. When some insta-gibs you when 3 procs go off.
