Using Steam account without Steam

So recently I have been having issues again with Steam. I remember awhile back hearing that if you purchase the base game from the ESO site you can skip the Steam Launcher and play it normally. Does this still work and if so, do I keep all the chapters I have purchased and my access to ESO plus?

    You have to have linked your account to Steam before a cut-off date, from memory it was December 2015 but I could be wrong on that. Alternatively, I think there's something about being able to buy another copy of the base game (it's always on sale somewhere) not through Steam but on the same account and then you can play the original one through ZOS - but someone who's done it could perhaps explain the mechanics better than me as I've never used Steam for ESO.

    I bought the game from Steam originally due to advice from a friend (bad advice!) SO many issues.... so I bought the game again from ESO store, and while I'm still using the Steam install, I'm now logging in using eso64.exe through a shortcut on my taskbar. This is on PC. I don't know how it works on consoles.
