definitely bugged, the purple "free" treasure should be "hegathe divining rod"

You are at the scryable ones. Maybe you already dug the free purple one out? The patch on Monday changed it so leads that cannot be scryed a second time are not displayed anymore.

Just to make sure, look at the Alik'r Desert under Daggerfall Covenant. If my assumption is correct, the treasure should still be listed there.

This is what I noticed too. I'm on console and wondered how it was showing I had dug up the blue treasure lead but the purple wasn't available. Then I realized I'd already excavated it and it just wasn't showing in the "Scryable" tab anymore. Most likely what is going on in your case.

Very definitely this as the reason.

If you look under Daggerfall Covenant and then Alik'r Desert you should then see 1/1 next to Hegathe Divining Rod (Treasure)
Champion level chars: Nord Warden (Tank):50 Khajiit Nightblade (stam dual blade):50 High Elf Necromancer (magicka dps):50 Dragonknight (Tank):50 Sorcerer Vampire: 50
    Also levelling: Templar (dps)

You are correct. Whew! Also noticed that you get the blue lead every time you get the green treasure now, which makes it easier to complete the codex.

Yep! Green freebies can be done any time, any amount! Completing one will always give you the respective blue lead. The purples will always drop the first time you complete the blue, but never again. One time per!
if I could make another character, their name would be Cries-For-Character-Slots. AKA, I need more.

Just to clarify, the FREE purple leads only drop once, the first time you complete the blue (at the proper Scrying level [5 or above]).
There are other purple leads that you can find multiple times; you just have to be lucky enough to stumble across them again, like the other stuff we farm.

Yes. And last week's patch notes stated that the purples would not be shown in the "Scryable" tab again with the "requiring lead" option, since you could never find that lead again.
