Emperor and the Healing - Intended or ZOS forgot?

With the Emp skill line we received +50% healing received which would cancel out the battle spirit debuff and enable emp to receive 100% healing.
With the recent battlespirit changes of -60% healing received, and emp buff still at +50%, somehow it seems the emp receives 80% healing or even less. (god knows how the emp calculation is made)
Arctic blast tooltip is at 17k and heals for 11k ish. surely this is not intended and they completely forgot to adjust the emp buffs. isn't it? without the proper healing buff Emperor is just a glorified tank with 75% extra hp and mag/stam.
Should it be looked into or keep it as it is?
