Why do EP ladders in Imperial City show quest marks, but not the ones in the AD base?

Why don't the ladders in the AD base show the quest markers like the ones in the EP and DC bases do? That is much more helpful when trying to track if I have grabbed all the dailies before I start on the task.
Is AD being penalized on purpose or is this just an oversight?
They should all have the quest markers if you have quests in that zone!
