After every patch my PC hangs while loading into ESO, restarts and then I lose my settings

1. I update my game through steam launcher
2. I login to the game and get the loading screen is visible
3. Computers hangs, and then immediately restarts
4. When I login for the second time all the settings are gone, and the game treats it as a fresh installation, right from selecting Brightness settings and re-accepting EULA
5. This has happened consistently after every patch from the past 4 months
