Western Skyrim Daily Quest reset times?

Hi there, i know most daily quests reset at 2am EST, but i turned in the Western Skyrim WB quest, and at 2 am there still wasnt a quest to pick up? Anybody know to pick up. Anybody know when they reset?

I take 3 dailies at one time every day. The next day I pass 3 quests and get new ones. But yesterday I got only 2 quests without WB quest.0 -

✭✭✭If you pick up the delve daily first, the WB daily becomes unavailable until you finish or abandon the delve daily.
Always pick up the WB daily first to avoid this.2
