Western Skyrim Daily Quest reset times?

Hi there, i know most daily quests reset at 2am EST, but i turned in the Western Skyrim WB quest, and at 2 am there still wasnt a quest to pick up? Anybody know to pick up. Anybody know when they reset?

    Same.
    I take 3 dailies at one time every day. The next day I pass 3 quests and get new ones. But yesterday I got only 2 quests without WB quest.

    If you pick up the delve daily first, the WB daily becomes unavailable until you finish or abandon the delve daily.

    Always pick up the WB daily first to avoid this.
