Mystery dialogue coming from nowhere-Greymoor

I was south of Morthal, east of Shademother WB when I heard a woman "Muffins, where are you?", "Muffins, come back!"
I couldn't find any NPC in the area, there's no quest marker. Is this just a random encounter with no quest or interaction? Is it a bug. Do I find the Shademother was "pet sitting" for her? Anyone hear this around that area?

    It is a random encounter like the one in Vvardenfell, where you can find a dunmer looking for his pet netch Rosie.

    I thought so, I was reminded of that one when I heard it. I think I spent too much time trying to figure that one out back then.
