Only 4 skill points restored for vampires?

I am almost positive I had more than 4 skill points in my 2 vampires, yet I only had 4 points restored.
Why did I lose so many skill points? Has anyone else seen this?
EDIT: This also assumes I didn't have any skill points before this started.
I highly suspect that some set of skill points, such as those for passives, were NOT restored.
I wish I had kept a screen shot of my character before this happened.
