Bwahahahaha. Sure xD Every time you (or someone else) die to an avoidable mechanic. Make it more gleeful if that's repeated. And then a particularly gleeful one for when you fail a lockpick/pickpocket at 70%+ chance.

imo laughing audience sounds is a great example of low standards and bad taste

but theoretically it should start playing in an endless loop as soon as you open the campaign selection menu

For me there's really three scenarios where I'd want this.
1. I stab an NPC after they something. Cracks me up. I want a laugh track for validation.
2. I jump instead of using a door because the controls aren't tuned correctly and I need comedic relief to prevent me from throwing controller.
3. A mob launches me across Tamriel because someone somewhere thought mob leashing should be as annoying as possible.
