These zones are part of the FG and MG Lore and can only be reached once you satisfy some quest objectives. It would not make sense to be able to just pop in the zones skipping the questlines entirely.
Just make it so when you click on the wayshrine, it says "You must complete the Mage Guild quest line before you can use this wayshrine." Just like you can see the first wayshrine for Greymoor but you can't use it without buying the chapter.

Earth Forge does not have a Wayshrine, only a Portal back to the FG in Zone 4 for your Alliance. Earthforge used to have a Wayshrine but was removed at some point.
This doesn't make sense. All other Wayshrines are locked until you discover them and appear on the map just fine until then, how would the Earthforge and Eyevea Wayshrines be any different? Eyevea does have a Wayshrine in that zone, it is on the Eastern Edge of the Map. There are also Portals back to Various Guild Halls in your Alliance.

If you have a character that has done the mage skill line you don't also need antiquities on that character do you? I thought the leads were account and not character bound?
