NPC missing Blade of Woe Immunity Flag

Platform/Server: XBOX NA - but this is probably an issue on all platforms/servers
Location: Rivenspire
NPC: Priest of Arkay in the tower near Hinault farm, up the tower where you first talk to Heloise after gathering medical supplies
Issue: This NPC has unique dialogue but can be assassinated with the Blade of Woe. This either needs to be fixed, or NPCs should be immune from assassinations while dialoguing with another player character. Because it wasn't funny to have that conversation interrupted by some flark hole and have to quit the game for 15 minutes or find a new instance.
