Fountain of Loss: Am I missing something, or is it not available yet on the live server?

Since the vampirism "revamp," I now need to stay at level 2 for it to be viable on my build. On the PTS there is a fountain/thrall combo that allows you to go up or down a level at will from your home, and I had assumed that it would be available at the launch of Greymoor.
I don't know that I'd buy it yet because I'm fairly certain it will be overpriced, but I at least wanted to find out how much ZOS is going to overcharge for it. Am I missing something or is it simply not available? Seems like it'd be a no brainer to make it available at launch.
