I will admit that its my fault and I did not do enough research.
I have bought a small house and a target dummy in order to practice my skills.
The target dummy cost 4000 (x4 more than the house) and in the end it does not help increasing my combat skills.
Is there any chance the game support will refund me the in game currency I have spent on the target dummy?

Honestly, they probably will. The Crowns are already bought, so it's not like they're really giving you your cash back anyway. The Support team is pretty chill about this kind of thing in my experience.
Just put in a Support ticket (choose the "Problem with Crown Store Item" category), explain the mix-up, and ask if you can please return the item for a refund of the Crowns.

Well, they might refund it, sending support tickets is free after all. But it's not their fault that your dps did not increase, it's just a matter of practice. You can buy the most expensive dummy and BiS gear (via trial carries), but your dps will always depend on your personal skills. The dummy was never supposed to give you dps boost, it merely provides the means to get it.

On the other hand, i have asked for a refund on an item i accidentally bought, never touched. (Just wasn't paying attention). That ticket has been open for over two weeks now..

They're getting a lot of tickets right now with the increase in players due to coronavirus and Greymoor launching, and probably understaffed too because of the pandemic.
I had a similar problem during the anniversary festival (tried to buy one cake, game froze as I was doing it and then I found I'd used all my tickets and bought 3 identical ones). It took an hour for the automated reply to arrive, which just asked me to repeat info I'd already given. I replied to that and then it was another 15 days before a real person replied, but when they did they were able to fix the problem.

I have asked before for a refund on a crown store item set, they didn't give me any. I don't think they even read my support ticket properly. It took like a week to hear back and then they said no and it was auto closed. So, good luck with that.
