Severe FPS drop and stuttering after greymoor chapter release

I would always sit at 90-100 fps in all zones, never stutter as I am walking or in the menu. Ever since this chapter has come out I am stuttering in every zone, weaving is impossible and my fps dropped to 50-40. There is delay in the menu screen, talking to Npcs as well.

Is it my computer or just ESO. I have tested other games like rocket league and FFXIV and I'm having no issues with fps.

I run the game on medium settings and turned off Anti-Aliasing which I never had to do before and it does NOT help.

    I can confirm I have the same issue. My fps went from 80 on average to ~30.
    Intel Core i7-9750H, NVIDIA GeForce RTX 2060, 16GB RAM
    I deleted the content of my addon folder, and tried to edit some settings in the UserSettings.txt file (MaxCoresToUse.4, RequestedNumJobThreads, RequestedNumWorkerThreads and MinFrameTime.2), without any noticeable change.

    I tried with both FXAA and TAA.
    PC - EU - France - AD
    Main character: Qojikrin - Khajiit Sorcerer Tank/Stamina DD - since March 25, 2015.
    Guildmaster of Oriflamme: Focus on 4 player endgame content.
    Member of Brave Cat Trade, Panda Division and Toadhuggers.

    All 4-man trifectas - TTT, IR, GH
