Questions about V-V-Vampires!

Sorry if this is repetitive, but I'm not finding clear answers to this via Search.

So -- am I wrong that the whole situation with feeding is exactly reversed? It used to be that feeding took DOWN your stages of Vampirism. Now -- it RAISES your stage? If that's the case, then how do you get back down to stage one again? The old way made more sense to me....

And -- some of the NPCs I used to be able to feed on -- I can do so no longer. Sneaking up on them gives me only the option to first use the Blade of Woe, and second pickpocket them. I am okay using my Blade of Woe more often, because when I play this character I am a mean, vicious person. But what I really want to know is, is there a clear set of rules on who I can eat and who I can't? Why isn't FEED coming up as it should?

    Your stage goes down with time, or you can drink certain crafted drinks. One increases stage and one decreases it. Something Bloody Mara. I forget what they are called exactly though since the name change.
