What determines a heal abilities crit chance?

For instance, critical surge for sorcerers. As a stamina build this heal proc is fantastic, but does it still scale with spell crit because the ability costs magicka? And what about the werewolf heal? It costs magicka but WW is a stamina subclass, but it scales on max health...

Basically, I know vigor scales with weapon crit and I know honor the dead scales with spell crit.. but there are a lot of heals I'm unsure about, mainly max health heals or heals that are useful for multiple builds like crit surge.

I know that altar procs from higher crit, of the one getting healed, other than that, mag heals spell crit, Stam heals weapon crit, with probably few exceptions. Not sure what are the exceptions though...

Crit surge scales off I bellieve your maximum offensive stat. So either weapon damage weapon crit or spell damage spell crit.
