Alliance-Locked TG and DB Radiant Quests: Why?

Hi all.

I'm aware that this is probably a vestige (heh) of ESO's design pre-One Tamriel, but why are the radiant quests for Thieves Guild and Dark Brotherhood still locked to your character's alliance? Since the quests already exist for every zone, I'm just wondering why they haven't patched the game so all radiant quests are available to all characters. My argonian assassin has killed everyone in Mournhold 10 times over, and would really like to stretch his legs.
Gwynauldynn. Crafter. Merchant. Guildmaster. Adventurer.
Uthastyan. Corporal of the Lion Guard, abroad for the glory of the Covenant.
Dra'arah. This one picks pockets.
Sleeps-With-The-Fishies. You want a soul gem filled? Pheh. My pleasure.
Vanyonah Telvanni. Born an ashlander. Destined for greatness.

    I get quests throughout Tamriel.

This is weird, I has gotten DB and TG missions in other factions all the time being an AD Khajiit.

Is your character low level as in below 50 or cp160? I can understand them restricting it for low level characters who has not explored much of the world.
Or are you talking about the repeated quests not the daily ones,

I believe it’s locked to your alliance when you’re below a certain character level, and as you level up you start getting other zones.

I’m sure it’s related to the pre-OT zone system. I suppose they didn’t think it worth the time to change.

Or maybe you have to do Cadwell's Silver and Gold. Never tried to do DB or TG on a lowbie.

It's based on character level. I've gotten quests that take me all over the map.

I can confirm you get allianfe specific quests until you reach a certain level, then you start getting them for other alliance zones. Just started DB in my DC toon and gotten quests for Shadowfen and Malabal Tor.

It is related to your level. You will progress through your alliance zones as you level up, then after 50 you will visit all zones.

It actually helps to grind the skill lines much faster at a low level since you only have to visit a few zones. When I played some of my AD characters through these quests I did them as early as possible. Every quest sent to me to Auridon, or Hews Bane/the Gold Coast.

Yes, its an intentional holdover from One Tamriel. ZOS decided they didn't want to force leveling players to explore ALL over Tamriel so they limited the zones for those quests by level according to the original alliances. All the zones will open up for those quests once you reach level 50.

You'll see the same zone restriction if you do the Fighters Guild dolmen daily and possibly others.
