It's entirely subjective. Also I don't remember where I read/watched it but I'm pretty sure early on in game development they said they wanted players to be able to tell what effects they had on them purely based on screen effects with no changes to the UI, in both third- and first-person views.
And to OP, the effect that's on live is still in effect on the PTS, with the addition of the little red swooshing going on. There's a light smoke effect emitting from the edge of the screen.

When the game was in development there was no first person. Then the turd known as Skyrim dropped and they felt they needed to add skyrim'eske stuff to eso to pull more people in so they tossed it in even tho its very bad for the fast paced combat of eso

The game was developed initially around third-person but this has alienated the players. Not just the "turd known as Skyrim" but many others like me were turned off. I find Skyrim graphically beautiful and it has a lovely music, but it has nothing of the gameplay that Oblivion offered. Hell, it took me two weeks to become archmage in Oblivion as opposed to a few hours in Skyrim. And the generation before me that loved Morrowind said that was even better than Oblivion and it was still first person. So it was quite wrong to try to sell a third person game to a first person crowd. We are in 2020 now, and aside from ESO the only other mmo that I think it has first person is Black Desert Online, though bad implemented. It really puts the question what the hell did the industry do for so much time ? Even the new and acclaimed New World is third person, but that's Eve Online-ish...
But on a funny note, I see Greymoor now as "Skyrim with a good combat system"...
