Terms of Service Question - Gifting a Chapter

Would gifting a chapter at random as part of a guild raffle be a violation of the terms of service? I am thinking it is fairly similar to how Crown Crates are gifted and traded but I am concerned that it may be a violation considering it technically comes from an outside source.
