Adding Pen to more sources of gear could possibly signal the arrival of the upcoming CP rework.

Or their imagination already exhausted that much. Or they're under impression that while ubiquitous penetration won't do anything for optimized groups, it'll help to raise the proverbial floor, increasing damage of groups with low Alkosh uptime, without Torug's and so on.

Why would you nerf the ink in a pen?

There was this one time in trials on xbox where damage revolved around penn that got nerfed.
Think the combo was use a night blades mark( which got nerfed) in conjunction with stam running Night mothers and sunderflame, (got nerfed so you couldn't stack them) with Alkosh and and major and minor fracture.

My theory is pen is on a ton of sets now days because it they think it:
a) raises the dps floor if players wear these sets, without raising the ceiling
b) helps combat a heavy armor meta in PvP where a lot of players have high resistances

I doubt a nerf is coming.

i honestly dunno why people keep thinking that this will fight the tank meta in pvp, people are just gonna build around damage mitigation and it wont make a difference people will just become more tanky

Pen isn't really helping the tank meta as much because health recov, and flat out reductions like major and minor protection, sets like swift, and potentates, already mitigate more damage than what straight resistances do.

PvP wise Penetration is a fairly obvious counter to the Tank Meta, but it's limited by Major and Minor Protection; so I'm not worried.

Seriously.

Plus with all the new damage and pen coming people are just going to lean harder into flat mitigation. That, plus people having more impen, and I bet more than anything that most people will just end up more tanky than they were to begin with.
