Does Redguard weapon-skill reduced cost, effect blocking?

Does this reduce the stamina and magicka cost of blocking?
Or even bashing for that matter?
Cuz I think I am having fewer stamina issues on my tank(red guard) than earlier.
Perhaps I've gotten better lmao.
