Animation canceling not working?

On and off player for 5 years. I just got back from a 6 month break and noticed I can no longer cancel any of my animations with block. Combat feels horrendous and my damage is in the gutter. Is this a change from ZOS or am I missing something? Please dont tell me this is how it's supposed to be now. It's truly awful.

✭✭You actually can, but you will not see the block animation and instead see the skill animation, but it does block.

✭✭✭You can still animation cancel, but you can’t force the skill to fire by cancelling it anymore.Looking for any guildies I used to play with:
Havoc Warhammer - Alair
LoC EQ2 - Mayi and Iskiab
