Well in theory there's no reason a wereshark couldn't also be a mage who casts a levitation spell on his trusty senche mount.

Although I will conceed it's far more likely Raz likes to make things up to sound dramatic.

But it did always seem strange to me that the werewolf hunters in Skyrim were all kitted out to counter werewolf attacks but totally unprepared for anything else. Like they never even considered a werewolf might stay in their normal form and chuck fireballs instead of charging in.

You might have forgotten the weresharks were mentioned in TES II book On Lycanthropy: "The seventh lycanthrope, which I have never seen but my trusted peers have assured me exists, is a wereshark that roams the oceans around Tamriel.". The second time was during our talks with M'Aiq the Liar in TES III when he claimed to have seen one, though that wereshark was afraid of water or something. He could have lied to us, of course, but he surely is not the author of that wereshark phenomenon.
A "flying tiger" is known since TES III book Mysterious Akavir - it is the tiger-dragon king of the Ka Po' Tun who is said to have planned an invasion to our lands after he defeated the Tsaesci. Well, it is never told literally about that "flying tiger" there, but actually he was a tiger and he became an orange-black dragon. Dragons are flying creatures, so thus.. he is a flying tiger in all kinds of ways. I suppose anyone can use a dragon as a mount but only few may do it .

So, yes, weresharks and that flying tiger topic is just a speculation until we see it on the screen the same way ancient people discussed the rulers of foreign countries the rumors told them about. But hypothetically a wereshark can ride a flying tiger under some specific circumstances (say, during some events in Akavir but that would be completely different story of some other Elder Scroll) because the flying tiger and a wereshark were confirmed to exist in the lore 18 and 24 years ago respectively - Raz just mixed those two creatures in his fantasy, nothing specific here. That would have already been lore-friendly, so I don't understand what are you surprised here that much to call it a joke or something. What's the point of a joke if it is the one?
