Blackrose Prison dual wield, bug or intended?

Brp dual wield is only working while on that bar (which means to get that 2 sec buff to dmg/mitigation u need to be on bar with brp weapons when quick cloak/deadly cloak ticks)
which imo is kinda against whole idea of arena weapons altering skills certain skills
And it's kinda inconsistent now, for other weapons, like vMA resto/destro after switching bar to other weapon u still get the bonus effect. So either change brp to work like rest or change rest to work like brp dual wield.

Im not here to talk about balance, rather consistency among other sets. If they love to standarize so many things, why this is inconsistent?
