"Indecent Exposure" achievement doesn't work

I tried to achieve this achievement so I stole 7 items of armor and then put on them on my character. But guards don't see that I wear stolen stuffs at all...

You need to have a bounty on you so that the guards can accost you. Also you need to have a stolen shield as well, that's also considered armor.
