Suggestion: Imperfect Weapons

I wanted to make a suggestion regarding the addition of Perfected Weapons in some of ESO's older content; specifically where no alternative was available in normal mode. I think this is a great opportunity to re-evaluate several gear options and create a rewarding playing field.
Imperfect Items:
These items are available in Normal Content, only where Perfected Items are dropped on harder modes, and have all of the same base-attributes. However, they can not be upgraded past rare (Blue) quality.
As someone who has not done anything beyond vMA difficulty, I feel this is a fair alternative, allowing me to at least have a version of more powerful gear; while rewarding those who do organized progression.

✭Being unable to upgrade it beyond blue would make it worse than any 'normal' version without perfected stats could ever be.
Guaranteed because atm, all the 'perfected' gear bonuses are pretty garbage.PC NA
