What´s wrong with this game?

I´m playing this game with breaks from the beginning. But I can´t go to Craglorn because of the issue of flickering textures, lights or whatever. I never could go there for longer time. I already have a brand new PC and it still happens. I doesn´t matter if with or without mods. If I change the settings or not. This issue has been here for a loooong time. nothing has changed. I´m not the only one. Just look for "Craglorn texture flickering". Or look at gameplay in Craglorn on Youtube. It also happens on Xbox version of the game. The texture flickering even happens sometimes in Elsweyr too. What´s wrong with this game I ask? And now the BONUS: you also get random Loading screens when moving in this area. No .... way. Just look at the video. oh...wait..i can´t go to Cyrodiil... I´m not a PVP player. You can´t even do PVE, because the game lags and is unresponsible in combat. The game isn´t playable in such many ways and in such many areas. [/url]

It's a very old common issue. Also for months now i get very short loadscreens in craglorn, which is extremely annoying.

I think during the live stream today there were some texture bugs / issues as well and they acknowledged it.

What can cause it? That´s the question. i´ve tried almost everything. Sometimes there isn´t any flickering at all. Maybe there is something with lighting. because the flickering happens mostly on day times.
