I did not realize it did not come with the other chapters.

Full access to all DLC game packs is what ESO sub claims.0 -

✭✭✭✭✭No. Look in-game and you will see they all became DLCs with last year's chapter becoming a DLC after Greymoor is released. The only thing so far that you have to buy separately is the classes as Zos separates them when the Zone is demoted.
I do not know how the non-upgrade works with an existing account. You can always submit a ticket and find out but that may take a while right now.0
